MANILA — Seeking to accelerate government assistance programs and strengthen public services, President Ferdinand Marcos Jr. has called on Congress to hold a special session on June 17 to tackle a series of priority bills focused on social protection and public welfare.
The directive, contained in Proclamation No. 1318, comes amid continuing energy-related challenges and the aftermath of recent natural disasters that have affected thousands of Filipinos, particularly in Mindanao.
The proposed measures cover a wide range of sectors, including healthcare, education, nutrition, and emergency assistance. Among the key bills awaiting legislative action are the establishment of a National Center for Geriatric Health, amendments to education assistance programs for students and teachers in private schools, and measures expanding access to quality tertiary education.
Lawmakers are also expected to discuss legislation aimed at improving support for individuals facing crises, strengthening educational opportunities in geographically isolated and conflict-affected communities, enhancing nutrition programs for children, and institutionalizing scholarship opportunities for deserving students.
Included in the agenda is the long-pending Anti-Political Dynasty Law, a measure that seeks to address the concentration of political power among influential families.
Beyond legislative measures, the special session will provide an opportunity for the Commission on Appointments to review and act on pending appointments to critical government positions, including those in the Cabinet, Armed Forces, and diplomatic service.
Marcos said the government must act swiftly to respond to the needs of citizens affected by calamities and economic challenges. He stressed that support for students, healthcare services for senior citizens, nutrition programs for children, and assistance for vulnerable groups should remain national priorities.
The President noted that the welfare of Filipinos cannot be put on hold while Congress is in recess, emphasizing the need for continued government action to address pressing concerns across the country.
The Constitution grants the President the power to convene Congress in a special session whenever urgent legislative action is deemed necessary.
