
MANILA — Task Force Kasanag (TFK), led by Dr. John Chiong DHum, held a press conference to present the latest updates on complaints it filed concerning alleged irregularities in several flood control and other infrastructure projects of the Department of Public Works and Highways (DPWH).
During the briefing, the group outlined the current status of cases it initiated in 2022 and reiterated its call for stricter accountability in the use of public funds for infrastructure. It stressed that all projects must be subjected to full transparency, proper oversight, and thorough review.
The organization also highlighted its continued engagement with the DPWH and other concerned agencies through the formal submission of documents and evidence to ensure a fair, comprehensive, and law-abiding evaluation of the complaints related to flood control and other projects.
Complaints Filed
Dr. Chiong said the group has formally filed an ethics complaint against House Committee on Public Works Chairperson and Surigao del Sur 1st District Representative Romeo Salazar Momo Sr., along with other individuals and companies named in the complaints.
These include several firms awarded multi-billion-peso DPWH flood control and infrastructure contracts in various regions, such as:
GCI Construction and Development Corp. (Bicol)
Equi-Parco Construction Company (Regions XIII/X)
Montesclaros Enterprises, Inc. (Region X)
EUS Construction (Region V)
Brentmin Roofing Enterprise (Region V)
Centerways Construction and Development, Inc. (Region V)
EGB Construction Corporation (Northern Luzon)
Task Force Kasanag clarified that the allegations are based on documented contracts and formal complaints submitted to the appropriate agencies for review. It emphasized that all individuals and companies involved are presumed innocent unless proven otherwise under due process of law.
Earlier Actions
The group also reiterated the complaints it filed in 2022 against Zaldy Co, Eric Yap, Edwin Gardiola, former DPWH Secretary Manuel Bonoan, and several DPWH regional directors.
It further cited plunder and graft cases against former DPWH Undersecretary Romeo Momo, which it said are currently undergoing the appropriate legal proceedings.

According to Dr. Chiong, Task Force Kasanag was among the first groups to raise concerns over flood control projects in 2022. He said the organization will continue working with authorities and advocating reforms to ensure integrity and accountability in the use of public funds.
