MANILA — Isang resolusyon ang nakatakdang ihain sa Senado upang imbestigahan kung may naiwan na bakas si convicted sex offender Jeffrey Epstein sa Pilipinas, partikular sa mga krimen laban sa kabataan.
Ayon kay Senador Loren Legarda, mahalagang matukoy kung may anumang bakas si Epstein sa bansa—mula sa mga organisasyon at sindikato hanggang sa mga public relations firm na posibleng tumulong linisin ang kanyang pisikal at digital na imahe.
“This is very recent. It’s right here at our doorstep. I don’t know whether it was him personally or his associates, but this convicted pedophile—who was supposedly a financial wizard at the time and who died or was killed—had a network in the Philippines,” ani Legarda.
Dagdag niya, “I will file the resolution to look into Epstein’s footprint in the Philippines, the organizations and syndicates that worked with him, as well as the PR companies that helped cleanse his physical and digital image in the Philippines, based on the reports I have read.”
Pagkatapos maihain ang resolusyon, plano ng Senado na makipag-ugnayan sa Department of Justice, National Bureau of Investigation, at Senate Committee on Women upang siyasatin ang mga ulat na ito.
Kasabay nito, ibinahagi ni Legarda ang kanyang suporta kina Senador Risa Hontiveros at Sen. Pia Cayetano sa pagsusulong ng Senate Bill No. 1819, na mas kilala bilang Act Strengthening the Policies on Online Sexual Abuse or Exploitation of Children (OSAEC) at Child Sexual Abuse or Exploitation Materials (CSAEM), ayon sa Committee Report No. 27.
Sa kanyang sponsorship speech, binigyang-diin ni Hontiveros na tinutugunan ng panukala ang isa sa pinaka-malalang krimen sa kasalukuyan: ang paggamit ng digital platform upang abusuhin ang mga kabataang Filipino.
“With each passing day, Filipino children are being turned into commodities—bought, sold, and repeatedly abused, not in dark alleyways but within online platforms that reach the entire world,” ani Hontiveros.
Upang tugunan ang lumalalang kaso ng sexual extortion, binanggit ng panukala ang ilang mahahalagang hakbang:
Pagpapalawig ng depinisyon: Isasama na ang computer-generated, digitally altered, o synthesized na content sa Child Sexual Abuse or Exploitation Materials.
Paglilinaw sa sexual extortion bilang krimen: Maging malinaw at direktang kriminal ang sexual extortion.
Pagpapataas ng responsibilidad ng pribadong sektor: Dahil sa digital ecosystem nagaganap ang karamihan ng krimen, hindi na puwedeng maging passive conduits ang mga internet intermediaries.
Pagtibay ng kooperasyon: Sa loob ng bansa at sa internasyonal na antas.
Pagbabago sa offenders registry: Maging Philippine Child Sex Offenders Registry upang mas maprotektahan ang mga kabataan.
